Richard is a highly regarded infrastructure professional. From 2002 to 2011 he played a significant role in a number of Partnerships Victoria projects, including the Southern Cross Station Redevelopment, the Biosciences Research Centre Project, Peninsula Link, the Metropolitan Mobile Project and the Mobile Data Network project. He was also responsible for the development of major pieces of policy and guidance, including leading the development of the Partnerships Victoria Contract Management Framework and making significant contributions to components of the Victorian Government’s Investment Lifecycle Guidance and to Infrastructure Australia’s PPP Policy and Guidance. As part of his role, Richard led numerous training activities, as well as providing strategic commercial, policy and risk management advice for a range of broader infrastructure initiatives, and developing case studies of Partnerships Victoria project outcomes for the World Bank Institute and the Asian Development Bank.
